2026 eligibility

Who Qualifies for the Canadian Dental Care Plan?

Applications are open for the 2026–2027 benefit year. There is no longer an age-based application schedule: eligible Canadians of all ages may apply. You must meet all four federal requirements below.

Important: “No dental insurance” means you do not have access to private dental coverage—not simply that you chose not to enrol or have not used it. Access through your job, pension, spouse or partner, school or professional group can make you ineligible.
1

No access to private dental coverage

You cannot have access through an employer or pension plan, a spouse or family member’s plan, a professional or student organization, a health spending account that covers dental care, or privately purchased dental insurance.

2

Canadian tax return filed

You and your spouse or common-law partner, if applicable, must have filed the previous year’s Canadian tax return and received your Notices of Assessment.

3

Adjusted family net income under $90,000

Eligibility is based on adjusted family net income—not simply one person’s salary. The federal plan calculates this using information from your tax return and, where applicable, your spouse or partner’s return.

4

Canadian resident for tax purposes

You and your spouse or common-law partner, if applicable, must be Canadian residents for tax purposes.

Your answers will show whether you may meet the four basic federal requirements.

You may still qualify if you receive dental coverage through a federal, provincial or territorial government social program. If eligible, the programs may coordinate benefits. A narrow exception also exists for some retirees who opted out of pension dental coverage before December 11, 2023 and cannot opt back in. Verify the official eligibility rules or contact Service Canada.

Dental services

What Dental Care Can CDCP Cover?

The plan can help pay a portion of many medically necessary oral health services when recommended by a dental provider. Coverage depends on the CDCP benefit rules, frequency limits, your active coverage and whether preauthorization is required.

Exams & X-rays

Complete, routine, specific and emergency exams, along with eligible diagnostic X-rays.

Preventive Care

Eligible cleanings, scaling, fluoride applications and sealants within plan limits.

Fillings & Pain Control

Permanent or temporary fillings and eligible treatment for cavities, damaged teeth and dental pain.

Root Canal Treatment

Eligible endodontic care for severely decayed, infected or broken teeth. Some re-treatments need preauthorization.

Gum Treatment

Eligible periodontal services, including cleaning below the gumline and non-surgical gum disease management.

Extractions & Oral Surgery

Eligible removal of teeth and roots, plus certain other oral surgery procedures.

Dentures

Eligible complete dentures, repairs, relines and rebases. Partial and some other dentures require preauthorization.

Crowns & Major Restorations

Some crowns, cores and posts may be eligible when clinically required and approved in advance.

Sedation

Some nitrous oxide, oral sedation and other anesthesia services may be covered; preauthorization can apply.

Coverage is not automatic for every service. Some treatments need CDCP preauthorization, and requests are not guaranteed to be approved. Orthodontic benefits are not yet available; the federal government says they will begin on a future date to be determined.

Know before treatment

Is CDCP Dental Care Free?

Not necessarily. CDCP pays according to its own established fees and your adjusted family net income. You may owe a co-payment, an amount above the CDCP fee, or the cost of services the plan does not cover.

Adjusted family net incomeCDCP paysYou pay as co-payment
Under $70,000100% of eligible costs at CDCP-established fees0% of CDCP-established fees
$70,000–$79,99960% of eligible costs at CDCP-established fees40% of CDCP-established fees
$80,000–$89,99940% of eligible costs at CDCP-established fees60% of CDCP-established fees

Before treatment begins, ask our team for an estimate of the amount not expected to be covered. An estimate is not a guarantee of payment by CDCP, because the final claim decision belongs to the plan.

Common questions

CDCP Richmond Hill FAQs

Does TS Dental accept the Canadian Dental Care Plan?

Yes. TS Dental accepts CDCP patients at our Richmond Hill clinic and is accepting new patients. Your coverage must be active on the date of treatment.

Can adults of any age apply for CDCP in 2026?

Yes. Applications are open for the 2026–2027 benefit year, and eligible Canadians of all ages may apply. Every applicant must still meet all four eligibility requirements.

Can I qualify if I chose not to join my work dental plan?

Usually no. The federal rules consider you to have access to private dental coverage even if you did not enrol, do not use the coverage or would have to pay a premium. Check box 45 on your T4 and, if applicable, box 015 on T4A pension slips for you and your spouse or partner.

Can I use CDCP if I have Ontario or another government dental benefit?

You may still qualify if your other dental coverage comes from a federal, provincial or territorial government social program. If you qualify, the programs may coordinate benefits to avoid duplication.

Will CDCP pay my entire dental bill?

Not always. Your co-payment can be 0%, 40% or 60% of CDCP-established fees based on adjusted family net income. You may also owe any difference between the clinic fee and the CDCP reimbursement, plus charges for non-covered services.

Do I need approval before every dental treatment?

No. Many services can be covered without preauthorization, but some major services, treatments beyond plan frequency limits and certain sedation services require approval before treatment. Approval is not guaranteed.

Can I book before my CDCP coverage start date?

You should not receive treatment before the start date shown in your coverage letter. Confirm that coverage is active before each appointment because care received during a coverage gap is not reimbursed retroactively.

Do I have to renew CDCP every year?

Yes. CDCP coverage runs in annual benefit periods ending June 30. The 2026 renewal deadline has passed; if you missed it, submit a new application for 2026–2027. Renewals for 2027–2028 are expected to open in spring 2027.

How do I book a CDCP dentist appointment in Richmond Hill?

Once your coverage is active, call or text TS Dental at 905-313-1003 or use our online appointment request. Tell us you are a CDCP member and have your member ID, start date and reason for the visit ready.
